Mobility

Student mobility

Mobility has a considerable positive impact on the development of skills at an individual and collective level. It facilitates access to additive and quality education, thereby increasing employability. To these individual advantages, we must add the institutional advantages for the University of Lomé which will have priority skills centers and will become a real development tool in an increasingly globalized world.

Types of mobility at UL

At the University of Lomé there are two types of mobility.

Incoming mobility

While outbound mobility has a large individual impact, inbound mobility has a much larger institutional impact. Indeed, the arrival of students and missionaries from various mobility programs as well as multilingual and multicultural learning have a positive impact on training and research habits in different fields. This situation would allow students and staff, who cannot benefit from a mobility program themselves, to share activities and an environment with other students and other academics. In order to make the most of this potential, specific strategies and action plans are needed.

However, as things currently stand, incoming mobility at UL mainly concerns teaching missions in the different master’s courses. The procedure implemented is as follows:

  • send to the President of the UL, a request for a teaching mission at the University of Lomé from the scientific manager of EQAP (Educational Animation Team) of the master's degree, or from the Dean of the Faculty or School Director at the UL (ensure that the request is sent at least one month in advance);
  • ensure that the request letter is actually assigned to DIRECOOPS by following up;
  • check that DIRECOOPS, after consulting the President, sends two letters: a letter of invitation to the missionary and a letter requesting funding for the mission to the President of the UL;
  • ensure that the president of the UL has authorized the financing of the mission before sending the letter of invitation from DIRECOOPS;
  • verify that the General Secretariat (Travel Service and Intendant) reserves a plane ticket (for the missionary traveling by plane), accommodation in a hotel retained by the UL for the missionary and facilitates obtaining the missionary's visa ( if needed) ;
  • ensure that the protocol of the UL Presidency and/or the head of EQAP, the Dean of the Faculty or the Director of the school are responsible for organizing the mission (local travel, catering, compensation costs, departure of the missionary, etc.).
  • send a request signed by the Dean of the Faculty or the Director of the School to the President of the UL indicating the volume of hours provided by the missionary for the payment of his compensation;
  • verify that the request has actually been approved by the President of the UL and assigned to the Financial Department;
  • facilitate the payment of the missionary during his stay in Lomé by the head of EQAP, the Dean of the faculty or the Director of the school;

Regarding a mission at UL which is not covered by the University budget, a letter of invitation is sufficient to facilitate obtaining a visa for the interested party. Apart from the mobility organized by DIRECOOPS, there are other programs within UL research establishments and structures which offer foreign students scholarships at the University of Lomé. The integration of these students into the university community is facilitated by DIRECOOPS (academic registration, obtaining accommodation, etc.)

Outgoing mobility

The UL sets objectives to achieve annually in terms of outgoing mobility to embody its vision of cooperation. The approach would consist of setting a rate for students, academic, administrative and technical staff.

Several partners offer outbound mobility opportunities to UL students and staff. Among these partners, we can cite the French Government through the Service for Cooperation and Cultural Actions (SCAC), the German Cooperation (the DAAD scholarship), the Francophonie (the AUF scholarship), the American Government (the Fulbright ), the Islamic Development Bank, etc.

For some of these opportunities managed by DIRECOOPS such as the Erasmus+ program, the procedure is as follows:

  • publication of the call for applications with the list of documents to be provided and a deadline for submitting applications;
  • examination of the regularity of candidates' files (examination of the conformity of files according to the list of documents to be provided);
  • establishment of a candidate selection committee;
  • definition of candidate selection criteria;
  • validation of the criteria by all members of the selection committee;
  • evaluation of files presenting their regularity according to the list of required documents;
  • interview of candidates;
  • publication of selection results;
  • facilitation of travel for selected candidates (letters of recommendation, obtaining a letter of invitation, facilitation of obtaining visas, etc.)
  • monitoring of the stay of candidates admitted to mobility abroad;
  • obtaining and signing the mobility agreement;
  • presentation of mission reports.
